Can you keep the same images on the Home Page or are they the images that relate to the most recent posts?

Hi, Could you specify your question better? Do you mean any specific template?

On the Cartoon theme- can you keep the same images on the Homepage or do they change if you add new posts to the site? Some themes don't allow you to fix the images in place.

Yes, You can set pictures on home page which you want to have. There are settings and according "menu_order" you can get whatever you want to have on home page.
