Questions about template.

We want to buy this template ( businnes finder ) to develop a website that will have 2 parts:
A , the inclusion of a magazine printed on paper, which will advertisers, infomercials , interviews, etc ...
And again , it will be a business directory .
in this directory, companies will advertise in the magazine, and enrolling directly from the web ( free at first) and me certain questions arise :
FIRST QUESTION :
You can set a level more advertiser to position up or down according to that level? I mean, that default ads that enroll directly from the web , I had level 10 , and that in the future could set different levels of ad categories based on the money paid for it , and that the announcements of the same were randomly rotating in level position , and that the higher level always come out above the bottom level
example:
I have 5 level 10 ads , these would rotate each
I also , 2 adverts level 8 and a level 6 announcement
The Level 6 always appear first in the list, the 2 level 8 , if randomly rotate among just behind the first ( would come in second and third place ) , and level 10 5 ads would come at positions 4 to 8 , also randomly.
I also want to know if as an administrator, I can manually change the level of the ad in question , to change its position .
SECOND QUESTION :
If I agree to any category and see all advertisers, I can establish ad (or side or top ) that comes only when you are in that category?
THIRD QUESTION :
The only thing I can do to registered users ( advertisers) , is to create advertisements for their business, but not peudan post in any other section of the page. It is possible?
Not the way you treat the records of users, but I imagine that the customer will receive an email once registered you must confirm by clicking on a link to ensure that the email address is yours (to avoid spam) And once registered proceeds to enlist business in the list of sites.
Also ask if there is the ability to configure the system for the administrator to review the publication of business on the web , and not come out directly .
Same with comments from unregistered visitors
QUESTION FOUR :
Custom fields can be set in the listings according to their category?
example, in a restaurant , put a "specialty" field and a nightclub, if they charge entry or the combined price or anything else .
